Thanks for your feedback.
1) exact error message: Hmm, we are unable to reach that page.
2) address is correct
3) no, more than one site
4) can reach w/different browser, not w/ Edge. Before a couple of days ago I was able.
I tried the fix of changing preferred DNS server to 8.8.8.8 etc. and no go. I also seem to have Norton antivirus which I've heard may conflict w/windows defender, but I'm unable to uninstall Norton.

If you are able to access this website on a different browser, the issue might be with Microsoft Edge alone. We suggest optimizing the browsing history of Edge. Check this article about fixing Edge if it isn't working.
Let us know how it goes.

Microsoft Edge browser is a brand new entrance by Microsoft inside the world of browsers. It was a long awaited browser by Windows users as they were extremely disappointed by the performance of Internet Explorer. Microsoft took it quite seriously and introduced Edge browser to compete with other giants in the market.
A number of users have reported this strange issue relevant to Edge browser i.e. it responds Hmm, we can’t reach this page to all the request that are passed through. Although, other browsers seem to work fine at the exact moment. While checking the network connection, no problem is found causing this issue. So, Edge users are frustrated by this problem restricting them from browsing the web.
There might be numerous reasons for Edge to have this issue. The most know reason is related to DNS client which might have been disabled after upgrading to Windows 10.
Based on the reason, I mentioned above, there are a number of methods you should give a try in order to get Edge back to work. Follow these methods and see if it works.
DNS client is important for the internet to work. The reason behind Edge browser to not work properly might be because of DNS client being disabled. So, re-enabling it might do some trick. Follow the steps below to re-enable DNS Client.
1. Search for Services using Cortana inside Windows 10. When displayed in the search results, select Run as administrator by right clicking over it.
2. Inside Services Window, locate DNS Client from a list of services located at the right. Right click over DNS Client and select Start. It would enable the DNS Client and Edge browser would start working properly.
Changing DNS value might work in most of the cases where the above mentioned method doesn’t work. To do this, follow the steps below.
1. Right click on the start menu icon located at the bottom left of the Windows and select Network Connections.
2. If you are connected to internet through Wireless adapter or LAN adapter, right click on that adapter and select Properties.
3. Inside Properties window, navigate to the Networking tab and select Internet Protocol Version 4 (TCP/IPv4) from the connections Click on Properties button at the bottom.
When you are inside Properties window, click on Use the following DNS server addresses radio button and enter the following addresses. Click on OK button afterwards. It would solve the problem for you.
Preferred DNS Server: 8.8.8.8
Alternate DNS Server: 8.8.8.4
Method 3: Check the Internet Explorer add-ons
Even though Edge is meant to completely replace Internet Explorer, Microsoft ships Windows 10 with both internet browsers. Getting this issue with Edge can be fixed by making a small modification in Internet Explorer.
There are various factors that can affect the way you connect to any website or service on your computer from Google Chrome. Sometimes, the problem is with your Internet provider and the website won’t load until the provider decides it’s time to solve the problem. Sometimes it’s your hardware and you will need to either replace the faulty components or to repair them somehow.
However, sometimes the problem is related to certain settings on your computer and these problems can be solved by troubleshooting. This usually manifests in a way that a website will load on a certain browser and not on the other. Read the rest of the article in order to view the solutions available.
1. Clear Cache to Restore Site
Clearing the cache on a Chrome browser was a solution suggested by one of the Chrome users who experienced this issue on every site he opened and plenty of other users confirmed that this method worked 100%. However, even if you are using a different browser other than Google Chrome, clearing the cache has a high chance of succeeding.
2. Update Your Network Adapter
3. Switch to Google’s DNS Server
If there are problems regarding your DNS server, you can switch to a free version by Google which is often used to troubleshoot issues like this one. DNS issues are usually difficult to solve and there are no patterns to when this method should be applied. However, you have nothing to lose and you can revert the changes easily.
- Open the Run dialog box by using the Windows logo key + R key combination. Then type “ncpa.cpl” in it and click OK in order to open the network settings window.
- Now that the Internet Connection window is open, double-click on your active Network Adapter.
- Then click Properties and double-click on Internet Protocol Version 4 (TCP/IPv4).
- Locate Use the following DNS server addresses option.
- Set Preferred DNS server to be 8.8.8.8
- Set Alternate DNS server to be 8.8.4.4
Note: That’s Google’s public DNS server addresses. There are other free alternatives you can research but these ones usually provide the best results.
4. Turn off Opera Turbo on Your Opera Browser
As can be concluded from the title of this article, this solution is aimed at Opera users and this problem can be solved effectively in many cases by implementing this solution. Opera Turbo is a setting that lets you accelerate the load of certain websites but it turns out the setting causes other hidden issues. Follow the steps below in order to solve the problem.
- Open your Opera browser by double-clicking its icon on the desktop or by searching for it. Find the Opera Turbo icon on the lower left of the screen, on the left side of the status bar
- Click the drop-down arrow at the right side of the icon and choose the Configure option. You will see three options: Automatic, On, and Off. Make sure you set the option to Off if it is not set already and apply the changes.
- Check to see if the problem is gone after restarting your Opera browser.
5. Disable Proxy Settings
6. Reset Browser Settings
7. Run Network Troubleshooter
8. Disable Avast WebShield
If you are using the Avast Antivirus on your computer as a protection against viruses and malware, there is a chance that the web shield feature of the antivirus might be preventing certain applications and websites from being able to load properly. Therefore, in this step, we will be disabling this feature of avast and then check if the issue is fixed by doing so. For that:
9. Set Date and Time
10. Reset IP Settings
It is possible that the IP settings on your computer might not be properly configured due to which this issue is being triggered while trying to access a particular website. Therefore, in this step, we will be resetting the IP configurations on our computer and then check if doing so fixes this issue. For that:
11. Use Windows Default Driver
12. Safe Mode
13. Typing in Command
14. Clear Site Cookies
15. Reset Chrome Flags
There was a temporary DNS error. Try refreshing the page.
Error Code: INET_E_RESOURCE_NOT_FOUND
При этом в остальных браузерах доступ в Интернет сохраняется и вообще, всё отлично работает, проблема толлько у Edge.
На самом деле всё просто. Даже если ваш компьютер работает с сетью по протоколу IPv4, для того, чтобы избавиться от ошибки INET_E_RESOURCE_NOT_FOUND, необходимо в настройках сетевого адаптера включить IPv6.
